Mother Lyudmila Ovsyanik since 2011 to no avail trying to obtain their own housing. And now he might lose and dormitories. "Solidarity" shares the story of a woman who felt, as the state takes care of many children.
Lyudmila I met completely by chance. Saw her at the cottage with relatives that we came to celebrate a holiday. The hostess explained that on the advice of a friend hired her to help clean up and prepare for the arrival of guests.
The woman's face looked familiar. When a relative told me that Ludmila lives in a hostel in Smorgon, a single mother with five children after her husband's death, everything fell into place. Ludmila Ovsyanik — the same mother that is unsuccessfully trying to achieve from officials of housing and in all the classrooms to hear from the "Why did you give birth?"
When you listen to the story of Lyudmila, you begin to understand how your problems are insignificant. A woman does not drink, do not walk, raise children, and her whole life is an attempt to break the cycle of poverty in which she found herself after her husband's death and by the will of the state. Ludmila ready dangle from Smorgon to Minsk, to clean people's apartments, wash dishes, sweep the streets — just to earn extra penny.
It seemed that after about Lyudmila wrote in the media, the local authorities promised her before the heating season to provide if not a new apartment, then at least rental housing. Therefore, when Lukashenka spoke about the support of large families, I decided to call her to ask how solved her housing problem.
All. We were not given even a rental apartment, which promised almost cried into the phone woman. — And now I got the paper, that soon shut off the light and water.
It was decided to go to Brampton to see how survival of the mother, which the government seem to have forgotten.
It's already improved
Hostel on the street Youth, 22, in which the family lives, outside looks like a standard five-storey building.
Inside the dark corridors, shabby door...
Ludmila room on the ground floor next to the emergency exit. After the tragedy in Kemerovo the emergency exit decided to keep open, causing the room Lyudmila always cold and noisy from slamming doors, which tenants began to use as the main.
Windows, too, save a little from the cold. Frame collapse, from the cracks of unbearable blows.
How many times have asked to change, say, only at your expense. Sometimes, I sleep in clothes. And in summer, on the contrary, the heat — do not open the Windows because the number of trash, smells impossible, fly flies.
In this hostel, the family of Ludmila lives of four years. And, as it turned out, it's already improved!
Before a woman with five children huddled in one unit for three families.
— The conditions were terrible. The toilet, the bathroom for 15 people. There lived alcoholics. Was the constant drinking, scandals, — says Lyudmila.
After the woman appealed to the Executive Committee, she was offered a new home in the Dorm across the street. She agreed: the hostel was apartment type: two rooms, own kitchen, bathroom and toilet. However, in a deplorable state.
— There was no water, no electricity — everything had to be done. Got into debt, trying to repair at least needed to be able to live with children, — the woman tells.
Signs of unfinished repairs can be seen today. However, once a new Wallpaper is needed to glue again — because of the damp they just don't hang on the wall. Linoleum laid on the floor, and in some places under it, and all the earth.
— Said to his neighbour, the fisherman, what could I dig up the worms — the bitter grins the woman and shows their habitats.
However, the apartment is clean. It is evident that housing Lyudmila watching. On the Desk on children's drawings, certificate of one of the sons for achievements in sport.
— And bring your medals in athletics, she asks the daughter already (seen that a woman is proud of the successes of their children).
Why so many give birth?
This issue Lyudmila hears constantly. And not only the officials who constantly push it back, but from ordinary people with whom you get to meet. Nevertheless, the history of its completely normal and could happen to anyone.
Lyudmila got married when she was 24 years old. Gave birth to two children. But life with her first husband did not work, and Lyudmila was alone. Soon she met Sergey. Began to live together, were born children. All this time she and her husband worked on the farm in Oshmiany district. In the same rented house. When the family has grown significantly, took a soft loan to buy this house for permanent use.
However, things on the farm got worse. Soon the President planted, and work in General is not. To feed children, Lyudmila's husband started to go to work in Russia. In one of his travels, he suffered a heart attack and he died.
Lyudmila was alone with the children on the farm, where there were no conditions, no job. So even with the loan.
— To live in the village became impossible. School closed, daycare closed, nowhere to run. One in the house without a man is impossible: it is necessary and the wood to chop and water to fetch. And no one to help. My parents died a long time ago, both from cancer: dad — when I was still 17 years old, my mother — 15 years ago.
In the end, Lyudmila decided to move to the city. A friend had suggested a joint business in Smorgon. There Lyudmila rented an apartment and began to turn as large. It was in 2011.
Two years the woman spun around as best he could: he went to work, sold imported clothes. And waited for the promised housing. Not wait. In 2013, the government decided to trim all those in need. The result was a decree according to which those who had property they could no longer qualify for housing.
And I was removed from the queue, because supposedly I have a house, — says Lyudmila. And nobody cared to live in that house impossible. As sell. First, who will buy it? Such junk (house built in 1973) in the God-forsaken farm just useless. And secondly, in order to sell it, I need to find 1 thousand dollars for the payment of the remaining loan and wait 5 years for the alienation of property.
But even if magic sales should take time to family once again put on the account as needy. By that time almost all children Ludmila are already adults, i.e., of its housing it is possible to forget forever.
— In the Executive Committee only shrug: "what can we do? Such a law!" — almost crying from the injustice Lyudmila. — And where have they been when I by law had a right to housing? What the law did not act? All they were able to offer me during this time — it is a hostel and work as a janitor from the City.
But this woman agreed. Benefits for child care up to 3 years and the salary of a janitor in 250 roubles, somehow missing the food. By the time the business had hoped she collapsed (partner also took her invested money).
When the younger son was three years old and benefits did not, I had to re-think how to survive.
And throughout these terrible letters SOP
Looking for work in Smorgon was pointless. In the city to find a place where you pay more than 300 rubles, it is almost impossible. Lyudmila was again to go to "purchases".
— Pay extra to neighbors and acquaintances to watch over the kids while I'm away. And the oldest daughter was already old enough — 14 years, — the woman tells.
It is here that the state in the person of the guardianship and remembered Lyudmila, considering that it is their departure leaves children in danger.
— Someday came and took all five. But I'm not on the loose was not drunk I was earning to feed them! Myself! No one asked nothing!
Ludmila was crying, remembering how it was kneeling at the head of the Executive Committee.
Children eventually returned to her. However, for a month stay at the shelter billed 1400 rubles in today's money.
The son still with the fear of going to school, thinking that he was again taken away to an orphanage. And the youngest, falling asleep, holding me and not let go, — says Lyudmila. — I have now there are these terrible letters SOP. The doctor will come — the card says "SOP", in any institution in turn — say the family is dysfunctional. And nobody can prove anything. Although in high school we were no complaints. There, on the contrary, they say: "You are a good mother, we are on your side!"
I feel that it very much hurt her.
To reach Lukashenko
Recently a woman received a notice that if she does not repay the debt for utilities and accrued interest, it will shut off the electricity and water supply, — Lyudmila has really accumulated a large debt.
My question is, why did not pay, she makes a helpless gesture:
What I then children would be fed?
It turned out that a month to pay for those 40 squares in a hostel with questionable facilities must give... 230 rubles! Trying to figure out why is it so expensive? Has 130 rubles — this is only electricity. Despite the fact that electrical appliances in the apartment fridge and stove. There is even a washing machine (!), but TV had long since broken. But Lyudmila not metered.
— I didn't put it because the Executive has promised me to allocate rental housing. Thought, will soon move, she explains. But that apartment was given to another woman, although she has one child. It's a shame, I have to that time were repaid all the debts, and now again came running. Oh really I hadn't paid 80-100 rubles "communal"? But how can I pay 230 rubles a month, when we have such a salary?
This is confirmed by the neighbor Ludmila, Elena, who joined our conversation. Recently in Smorgon still closed PMK. So many citizens have lost these meager money.
Now, when winter ends, the city's only homeless people and drunks remain. All go to work, — says Elena. — Who can not leave or retired, like me, go to the forest to pick mushrooms, berries and sell along the roads.
Ludmila goes to Minsk, cleans the apartment, the cottages (where we actually met her) prepares for the wealthy — for such work in the capital pay more.
In her complaint notice at the entrance to Smarhon seen quite a decent cottages, testifying to a certain prosperity of the people.
— So there our officials live. I think the salary allows them to build, — Lyudmila sighs. — And I, the mother of many children, roam the dorms. Thanks, although good people sometimes help.
Lyudmila said that once the conversation in the market with one businesswoman, and she, hearing her story, helped with the treatment of his son in the hospital. A mother remembers also the Ministers of the Minsk Cathedral, helping her with things for children (requests be sure to write and thank all who passed by her troubles).
The woman also revealed that when told about her by the media, the Board has provided assistance. Only all it took to give out the debts for communal shelter.
And then it all started again:
— I constantly complained that I dared to complain. It said that if again open my mouth, again, take the kids, and I do end up in a mental hospital.
However, the situation is so critical that to be silent is impossible.
— It's a vicious circle, — sighs the woman. — It's a shame, because even a large family of alcoholics, with whom I lived in a Dorm, and they have left in their apartments. And I'm not drinking, working from morning till night, wander for eight years, and there is no end to this. Lukashenko won consistently said that the state takes care of many children. And about how I am probably not even heard of. Just how to reach him?***
A few hours after this article came out, and it was published in other media, we began to receive comments from people who would like to provide mothers with financial assistance. We contacted the woman and she agreed to leave the account number. And also asked me to thank all who is not indifferent to her situation. Card number 91 12 00 12 00 86 04 62 Belarusbank, is valid until 10/21.
