As reported, the FSB of Russia in August 2016, announced the arrest in Crimea of the group "Ukrainian saboteurs" who allegedly were preparing terrorist attacks on the Peninsula. Detained some time, was held in the Moscow jail "Lefortovo", and later returned to the Crimea.

Russian security services say that the detainees Evgeny Panov and Andrew Sahta were members of the "group of saboteurs" who allegedly were planning to carry out terrorist attacks on tourist and social infrastructure of the Peninsula. Ukrainian authorities called the accusations a provocation of the Russian special services.

Sahta signed a plea agreement with the investigation, in February 2018, he was sentenced to 6 years and 6 months penal colony and fined 220 thousand rubles (about UAH 105 thousand).

Panov was sentenced to 8 years in a strict regime colony. 25 October 2018 the Supreme court of Russia upheld the verdict of the roster.

On 9 June it was reported that Sahaja was transferred from the remand prison to the correctional colony No. 1 in Simferopol.

3 January 2019 Parliament Commissioner for human rights Lyudmila Denisova appealed to the representatives of the Russian authorities with the request to inform about the exact location of Panov, who had been held in the Simferopol SIZO. A day earlier, the Ombudsman asked the mother of Ukrainian political prisoner Vera Kotelenez. "Eugene for a long time waiting for a transfer from one prison to another, and the mother is concerned about the lack of communication with him," – said Denisov.
